Introducing IBS - Institute of Baltic Studies

Institute of Baltic Studies (IBS) is a prestigious research institute based in Estonia, specializing in social science research, public policy development, and community engagement.

IBS focuses on strategic planning, participative foresight methodologies, and policy evaluations, aiming to foster inclusive and sustainable communities through active participation. Their work focuses on making urban regeneration and cultural heritage projects more people-centric, ensuring that the communities they impact are involved in meaningful dialogue and decision-making.

In Herit4ages, IBS leads the Community Engagement and Co-Creation Work Package (WP3). The institute plays a pivotal role in identifying potential customers and target groups for the project by conducting interviews, workshops, and surveys to understand the values, needs, challenges, and aspirations of local communities in heritage buildings.

IBS is responsible for mapping out the social baseline in the Estonian Living Lab, ensuring that the solutions developed are socially acceptable and meet the needs of users. The institute further ensures that the project's promotion strategies are aligned with social innovation practices, helping drive the adoption and wider implementation of energy efficiency and conservation solutions in historic buildings.

By leveraging their expertise in social impact assessments and community-driven innovation, IBS helps ensure that the Herit4ages solutions not only protect cultural heritage but also empower communities, allowing for more inclusive and resilient urban environments
